Before I log more details I want to make sure this is a bug and not a misunderstanding.

1. I'm playing as the Unfallen. 
2. My homeworld has 86% approval and is Ecstatic.  The Ecstatic tooltip reads that I should be getting a +25% System Influence bonus.
3. My System Influence tooltip shows: +20 from relationship with Guardians, +5 from Galactic HQ, +2 from Colony Base, +1.8 from Ecstatic (+28.8 Total)
4. My Empire Influence is +28.8, so the above tooltip appears to be correct
