I have reproduced this bug with 100% success rate no matter the game settings. Everytime I start the second chapter of Horatio's industrial questline, where neutral enemy Horatio ships spawn, the game will softlock once you hit end turn and be stuck on pending infinitely.

If you revert back gamemodes does this error still happen?

Not sure what you mean by reverting gamemodes

One thing I did try that fixed it was to change to "patchpreview" on the beta settings in steam; however, this introduces another issue where Quests no longer reward laws even if you complete them (can't get Scrap Kings or ThermTech).

Both aforementioned issues seem to be fixed on 1.5.31 beta version of the game.
