Under some circumstances, Vaulter vessels set as pirates can actually destroy their own civilian ships for dust. Below is a link to TheNose's youtube video, where this occurs.

It was first discovered at 2017 Dec and thus irrelevant with Vaulters. Any privateer fleet can be used to kill friendly pops in orbit.
