Using the Horatio affinity to gene-splice cravers gives +5% FIDS. As I understood the bonus and as I believe I've played with it before, it was a cumulative +5% per pop, eg 1 pop on the planet gives +5% FIDS to the planet, but 4 pops gives +20% in total.

I rarely manage to splice cravers in-game so I haven't tracked which version it stopped working this way, but the bonus is currently a flat +5% regardless of the number of pops. With 1 or 10 on a planet, you still get the same flat 5% bonus. This makes cravers the absolute worst and most pointless species to splice, as basically any flat numerical bonus that multiplies per pop would give better yields.

Also the ATAC empire bonus from tech still gives no approval bonus, not that that's in any way related.

This bug still applies in the current version of the game.

Got a reddit post of someone doing it on June 11th of 2020. The change must have happened within the four month window between then and this post on October 13th. I can't find any mention in the patch notes.

There was no patch around that time.

It wouldn't be in the patch notes because it's not a "change" (ie deliberate). It's a bug that was introduced at some point after Penumbra. You can revert to an earlier version where it still functions as intended (I know because I did), but I haven't done the work to track which of the available beta patches have it working correctly and which don't.

Effectively a flat +5% system bonus to output is rubbish. It's probably the smallest, weakest bonus in the game, and is far far worse than any other splicing bonus -- it's certainly not a fitting reward for splicing the cravers. It previously worked in a different way and has changed without any mention in the patch notes, in probably an unintended way. Sounds like a bug to me.

This bonus was mistakenly +5% on System for a long time, but this ended up being a bug, and was corrected to +5% Raw Planet FIDS instead. This was changed over the summer patches of 2020.

The last time I saw it working it was indeed +5% raw planet FIDS per pop (so 8 pops gives total +40%, probably the single best splicing bonus), but right now it seems to be +5% raw planet FIDS no matter how many pops there are (so 8 pops gives total +5%, undoubtedly the most useless splicing bonus).

It only affects the population with the bonus, it doesn't stack. Yes it is useless, but it's working correctly.
