As you can see in this screenshot, a fleet (I'm at cold war with their empire) in blockading this system:

However, if I zoom in, I still have the ability to colonize this system:

What should happen, is that if a non-friendly ship blockades a system, I shouldn't be able to colonize it.

I'm not really sure, cold war doesn't necessarily warrant hostilities, and if bad blood is there, then they can either destroy the colony ship or starve the outpost. If player colonizes within range of enemy fleet that's on them, honestly. They'll take away food from their colonists and feed it to raiders eating those civvy ships.

Unless it did work like that in the past and that's something they introduced recently, then scratch my post.

Thing is, after colonization blockade/siege of outpost/colony automatically starts, so it makes sense not to allow it at all.
