• Summary:  Behemoth limit count wont add after researching 3 Behemoth technologies.

• Platform: Steam

• Description: When hovering mouse over the Behemoth count cap in the Military status it says I got 6 behemoths (Behemoth: 5 Citadels: 1).  It also says that current progress is 2/3, meaning ive researched 2/3 technologies to get another Behemoth to the count cap. In the save that will be attached to this bug report you can see that Im one tech away to get those 3/3 progress which i will get in the next turn, but it wont add for a new Behemoth.  After the turn and researched the 3rd behemoth technology the cap is still 6/6. I also made sure to see if the hero govern may have changed. Ive basically spent time researching Behemoth techs for that one extra cap which I didnt get. I have tried to load the game over and even exiting and restarting the game.

• Steps to Reproduce: Load the save file and hit end turn as you should get the 3rd behemoth technology. I have never seen this bug before so I dont know how else to reproduce it. 

• Reproducibility: Random - Tried to load the game or restart the game and it will still be the same. 

• Expected Behavior: Behemoth count cap should add up to 6/7 Behemoths after ending the turn from the save file. 

• Version: 1.5.48 S5 GOLD-Public

• Notes: Got all 4 DLC but only Vaulters and Supremacy DLC is activated. Playing as Hissho.

• Attachments: Hissho Endless.sav

This just happened again, while playing a new game as Hissho. Second time Im ever having this bug, while it just been  two games in a row.. Please look into this.
