Hi I have played through the game several times and have not seen this bug.

Isyander says academy is busy searching for lodestones but the lodestone quest is not active and the normal bidding for academy roles inexplicably stopped as well.  Normally the bidding kept happening until at some point right after the roles expire at some point in the game the main academy quest fires.

I've noticed that this often comes after some other competitive academy quests like having the most production etc. but no other academy quests are active and Isyander just seems stuck in this broken state.
