Summary: new ship fleet creation on empire summary page bug - fleet
created at wrong system

Description: when creating a new fleet from a newly built ship from a
star system hanger on the empire summary page, the fleet can get created
at the wrong star system - it uses the position of the star system in the
list (1 at the top, 2 next, and so on), but it looks up the star system
by the order it was *colonized in*, *not* the order the list is in.
For example, if I generate a fleet from the hanger of the third system
down on the empire summary page, it will actually show up at the third
star system I colonized.

Steps to Reproduce: Control 3+ systems. Build a ship at one system.
Go to the Empire Summary page. Sort the list of systems (or have it
already be sorted) such that the system with the fleet is not in the same
order as it was colonized in. Click on the system hanger, select the
ship, create the fleet. It should now be orbiting the incorrect system.

Reproducibility: 5/5, now that I figured out why this is happening.

Expected Behavior: Newly created fleet should be parked at the system
it had been in the hanger of.

Version: V1.5.48 S5 Gold-Public

Notes: I'm playing this using Steam on Linux.

In the attached save game, I had built a colony ship at Eridanus,
upgraded it in the hanger (from the empire summary page), created a new
fleet with it. The fleet showed up at Janus. This was the second time
I'd seen that kind of thing happen in that game.

Just to test, in that same game, I created a ship at Dobryna, went to
the empire summary page, sorted it by production to put Dobryna at the
bottom of the list, clicked on the ship hanger and created a new fleet
with the newly built ship. It appeared at Gistrad, the last of my
planets to be colonized (but not Khras, which I took control of after
colonized Gistrad).
