Summary: Can't invade Craver home system because it's defended by a neutral (white) spaceship and I get the message "The enemy cannot take part in a fight".

Description: Can't invade Craver home system because it's defended by a neutral (white) spaceship and I get the message "The enemy cannot take part in a fight".  The AI didn't to anything about that ship dozens of turns later, hat to go for a scientific victory which dragged on for at least 50 turns more.
Steps to Reproduce: This was the only time I encountered this bug

Reproducibility: 1/5 - This was the only time I encountered this bug

Expected Behavior: Should be able to start a fight with the guarding ship so I can invade the system or the AI should destroy the ship

Version: 1.5.48 S5 GOLD-Public

Notes: DLC installed: All except Lost Symphony, Supremacy, Harmonic Memories, Penumbra and Awakening.

I doubt that because I've came across a lot of AI systems and invaded them successfully and never did the ship from that quest be problematic.
