The mouse-over information for Dark Glitter, when seen at least in these circumstances, is false:

- Within the System View

- The planet or system is uncolonized

The mouse-over information indicates that Dark Glitter, when used within a System Upgrade, offers the following bonuses: +2 science per pop, +1 industry per pop. 


When zoomed out to the galaxy view, the information is displayed correctly.

The effect you refer to, is the bonus per population you get on planets having Dark Glitter ressource.
