This bug happens every game I play as Sophons, I have all the DLCs turned off, excluding the free ones and the mandatory updates without which the game can get weird. Instead of showing you the actual number of influence points necessary to complete the quest, the quest will always say "need 20". Which is not true, because you may have systems with already more than 20 influence points, but the number does not fulfill the quest requirments.
