Just wanted to report bug showing wrong population effects in new game menu. As far as checked those only show incorrectly for Nakalim and Horatio, only in this menu.

Saw this since beta patch update with academy rework. Still persists after todays update so I just wanted to point this out.

It just occured to me that there is simmilar bug with laws, they work as intended but tooltip shows no downside of them.

Propably just good old bug with missing effects on tooltips. I remember that it can occour from time to time but never saw just half of them to be honest.
