A bug about conflicting "Collaboration or Catastrophe" and prior alliances.

Bug Description:

I'm not convinced it's a feature since it's kind of an oversight that makes the quest a softlock until space combat occurs on the system ; until you leave your alliance and wage war on your former allies ; they leave(the AI has no incentive to leave since it's a global mission the faction shares)

If you are allied with people who would be on the same faction, be it destroying or activating the Lodestones and they send a mere scout without a hero, you cannot begin to capture the system for the quest. I am assuming this has to do with the ranking reward of the quest, and the AI behavior is just there to block the player from freely winning the objective... maybe?

Steps to reproduce:

Literally just get a max size alliance and wait until the questline triggers, then encounter the bug yourself. I don't really plan on trying to replicate it myself seeing as it took nearly 80 turns to get to this point in the game.


Ease of reproducibility:

I'm assuming it happens 100% of the time, sure I managed to capture 3/9 of the Lodestones, the opposing faction has occupied 2 now and I cannot complete the quest because I didn't reach the stars with a hero on time(though if any space ship enters orbit, allied or otherwise it just pauses the progress until they leave too)

I'd say it's a 5/5 consistency of reproducibility since I can just go back to the save file and run it back and over again.

I would assume too it's not a difficult fix but nobody has gone on to report it just yet, I played on the Patch Preview of the Re-Awakening Update and went through this questline without the same thing occurring despite the same circumstances occurring(allies both in faction quest and externally allied nations hovering the star system)


Expected Behavior:

Assumed if we are on the same side of the faction quest and the visiting space ships don't have a hero on their fleet, the capture resumes as it was by the fleet with a hero on it.

it says in the apostrophes that the progress increases by +20% but in fact it has said that for the last 7 turns and is still at 0%

forgot to supply the save file, I kinda overwrote turn 99 so here is autosave 100, sorry I can't supply more but do say if you need saves 101-105.

I stopped playing for the day and went on to my other games so I will probably continue this playthrough on another day
