Stuck on End of Turn after Passing

I am playing as Nakalim with Endless difficulty settings and the Long time setting. On turn 61 I passed turn and the game gets stuck in ending turn, It will end up generating events for the next turn but will never exit the old turn.


The Exception thrown in the log files is : 

Default     The given key was not present in the dictionary.

 at get_Item in :line 0 

 at ServerPickPVEOutcomeForOperation in :line 0 

 at ServerPickPVEOutcomesIFN in :line 0 

 at ServerBeginTurn in :line 0 at MoveNext in :line 0 

 at Run in :line 0


This happens in the same time cycle as the events related to : Academy ship buyout search. 

and immediately after the gameplay event for : [Academy] Colonization Period Formula = 15, On Turn 61, Last Colonization Turn: 36 



I am getting an error when i try to upload the logs of the save to this forum. so hopefully this is enough info. If you have any questions for clarification please let me know.

I got the same issue on two different games so far. It just gets stuck at the beginning of the turn.

I uploaded the saves from the round that is stuck and the round before:

The exception and stack trace is similiar to the one mentioned above:

I tried to circumvent the error by disabling the academy, but sadly this leads to another exception:

Two different bugs. 


The ServerPickPVEOutcomeForOperation is a Hacking issue related to Penumbra.

Solution: Disable Penumbra


The empireWithWhichTheStatusChange is from having Academy Expansion: None and the game trying to build teams during the Academy Quest.

Solution: Disable Academy Quest in game setup when Academy Expansion: None
