I shared this on the Discord last year and it continues to be a pretty serious issue for Horatio.  If the quest line dies, you can't get the 2 level 9 Horatio heroes at the end which is pretty brutal.  I can progress with modding tools in SP, but it even happened to me in MP and totally ruined my game.  Let me know if I can provide anything further than what was shared in the thread.
