With the change from Master of Dust to Legate, the Academy dust grants no longer appear in the diplomacy screen. It seems it is no longer possible to trade academy dust nor get the Not For Profit achievement. Is there a fix in the works or is this achievement no longer attainable?

If you really want this achievement (which is a really dumb one, btw), you need to roll back your game build to farm it.  See the above Steam thread for more details on how and also why it wasn't changed.
