Shattered Crust anomaly can't be reduced

Description

After researching the tech for reducing mixed anomaly's all other mixed anomalies that I've encountered can have there negative effects removed via the drop down menu under the planet however the shattered crust anomaly can't.  The menu is available but there's nothing to select in it 

Steps to Reproduce

1. Find an planet with Shattered Crust

2. Research the tech that allows you to reduce mixed anomalies.

3. All other mixed anomalies will be able to be reduced except for Shattered Crust.

Expected Behavior

After researching the tech that allows you to reduce mixed anomalies you should be able to eliminate the negative approval from Shattered Crust.
