Impossible to reduce a mixed anomaly when planet also has a negative anomaly

Steps to Reproduce

1. Find an planet with at least one mixed anomaly and one negative anomaly

2. Research the tech that allows you to reduce mixed anomalies

3. Do not research the tech that allows negative anomalies reduction

4. Try to reduce mixed anomaly on that planet with reduce icon

Expected Behavior

Reduce button shall be clickable and mixed anomaly reduction shall be available

Actual behavior

Reduce anomaly button is unclickable with classic text printed when tech for negative anomaly reduction is not researched.
