My own allied the Umbral try to blow up my system 2-3 time doing a war & I been capture the system from the Hissho many turns ago(before the war).

Sure. You can target even allied players by Obliterators rockets. So feel free to do same - by no diplomatic consequences.

It's the first time that I seen the A.I do that so I assume it was a bug.
