The religious base law which should allow invading during cold war ... it does not. The action menu will tell you that an invasion is not possible due to your diplomatic standing

This was partially fixed in the 0.1.3 Beta.

You can invade but you cannot siege systems ... which makes it a little bit pointless. Maybe sieging should be added to the possible actions. You cannot invade systems without sieging as the Vodyani - you do not have the manpower to carry this through.
