[Bug?] Orbital Bombardment still kills Pop after destroying Invading Fleet

The Cravers just declared war on me and invaded my home planet. My stationed fleets obliterated the lot of them, but even though they now had no troops (or ships) left, their Orbital Bombardment still killed one of my Pops.

Is this working as intended? Or is it a bug?

This is exactly what preemptive bombing is meant to do. You bomb the system as ground troops attack at the same time. The idea is that the defenders are too busy with the ground troops to defend their city's and buildings and pops are the casualty's. Though it seems it gives a huge advantage to the defenders ground troops.

However, I obliterated their entire fleet the same turn they entered my system and declared war. That's why there's no enemy troops in the summary. There was no way I could have stopped this bombing, short of taking out their fleet before they even entered my system.

I think i read somewhere that you can't invade in a system where an enemy fleet is stationed, but it seems it doesn't work like this for now
