Two possible errors in calculations. Bugs or features?

Hello.


I've seen two strangely working mechanics and wanted to ask if they're working as intended or will be changed later.


1) Forced Labour skill on starting Cravers hero. So, this skill gives +industry and +food to a system which is governed by this hero. That's cool. But! When the planet in a governed system depletes, skill is suddenly starting to provide negative penalties instead of reduced bonuses! So, looks like depletion penalty is calculated separetly for each part of FIDSI a planet produces. As I understand, after depletion skill shoud give only +5 food instead of +10. So, (10 * 0,5). But at the moment it actually is calculated like this: (10 * - 0,5), making it -5 to food! Is it how it supposed to work or a bug? I see no point placing a hero in a system with depleted planets because he provides you penalties to FIDSI.


2) After the elections results (Militarists won with 80% of populations voting for them) I get -14 Happiness penalty. Okay. Now, that -14 penalty actually applies to everyone in my empire. Even to people who voted for Militarists. Don't you find it a little illogical?.. People are unhappy with results they should be happy about because other people (who doesn't share their political views) are unhappy about them. That doesn't make sense! This penalty should be applied ONLY to people who are not satisfied with the results and not to the whole empire, especially not to the ones whose supported political party won.


That's all. I hope someone could clarify these ones for me.

Number 1 indeed sounds like a bug.


Number 2 is working as intended, I believe.

Happiness is not calculated on a pop by pop basis, but as the "system average." It's not that your militant cravers are angry and unhappy that you are running a military dictatorship, it's that all the non-cravers are incredibly unhappy, not just a little discontented. And that comes with loss of efficiency because your poor cravers have to waste so much time keeping the slaves in line.

There might also be some non-militarist cravers due to political events.
