Adaptive Bureaucracies - Efficax Effect does not give +1 law slot


Description

After researching Adaptive Bureaucracies the +1 law slot was not given. I still was at two law slots. Changing my government to a democracy gave me 3 instead of 4 law slots. Democracy gets +1 Law slot in addition to the generall +1 law slot bonus. So I guess the "Efficax Effect" is partly bugged.
