Description

As title states, Vodyani are intended to be able to leech essence from systems that are brainwashed, they still cannot do this, making any sort of "psuedo friendly" play with minor factions completley impossible

This was reported 6 months ago and confirmed to be a bug

Steps to Reproduce

1. Brainwash a Minor faction

2. Attempt to leech

Expected Behavior

Either with some penalty or some other mechanic, leeching needs to be possible from minor factions, lest there is no reason to at all conduct any sort of diplomacy with minor factions ever.

I don't know when it was changed, but in V1.0.70 S5 GOLD-Public, you can harvest from your brainwashed neutrals.
