Gene splice not integrating population (bug or feature ?)

Description

Population have been spliced, the effect seems to be cumulated on Horatio's but the original population can still grow, vote, giv collection bonuses.


Steps to Reproduce

Not really sure on how it happends because I didn't noticed it immediatly, but I think it has to do something with splicing a population then assimilate the same population from a minor faction system.

Expected Behavior

In the screenshoot the spliced population (in red) should appear in the botton of the list (in green) and have no population count.

Notes

If it's a feature, please tell me how to reproduce / avoid it, because this is really messing badly with politics.

So I tried a new game with Horatio on v0.3.2 S2 ALPHA-Public and I got the same bug again...

Pretty sure that's a feature.  When you splice with the Horatio, all Horatio citizens get a bonus, but the original population stays the same.  You only use so many citizens of the "inferior races," so any left over will continue to live in your empire.  


If you want only Horatio citizens, you can ship others off, turn them into manpower, or get a tech late in the game that will convert them one at a time.  There are also laws that can limit growth to only Horatio and luxury goods can also ensure which type of citizens increase in a system.
