Vodyani Faction Quest Stops Prematurely

Description

When the player takes the faction quest to locate the heretic star system and chooses to send a level 5+ hero to investigate the curiosity rather than bring the system under the player's control, upon completion, the player does not get a continuation of the faction storyline (no new quests are offered to the player).

Steps to Reproduce

1. Start a game as Vodyani
2. Progress faction quest up to the heretic Tabernacle quest (quest #3 I believe)
3. Choose to 'investigate' with a hero rather than conquer
4. Complete quest

Expected Behavior

I would expect the storyline to continue. None of the other empires I've played so far have any quest "shortcuts" to end the faction storyline, so I assume that there is supposed to be more, considering the faction quest DOES continue if you choose to conquer the system rather than investigate.
