Horatio's Faction Trait 'Gene Splice' isn't working in Multiplayer atleast, I was playing a game and decided to splice my Z'vali and when I spliced them. No bonuses were added to my Horatio pop.

Also, it's pretty awesome that you can discover Pop through excavations!

I had happy approval...but is Horatio kinda bugged now with nearly every minor faction. I got the genes from like 5 factions and it's still not working.

This is already fixed on internal builds. However, this bug is only visual feedback. If you want the actual values after splicing, you can currently check it out directly from one of the Horatio pops in your systems, the feedback is working there.

Even in the system view, Horatio pops still only say +2 Approval

I can confirm it's just a visual issue. After splicing Z'vali it says I only get +2 approval on the population screen and on planets like bigbantha linked. 

After looking at the individual planets with Horatio population, it says I get +4 science on planet and +12 appoval on system due to having 4 Horatio's.
