not sure how but the horatio are broken in my game. 

I can't splice any populations and thus they are virtually (pun intended :D ) useless -.- 

I have spliced several already... wasn't sure on the first try. 

edit: tried reload, crashed. 

edit 2: i played around with the galaxy settings, but i am certain they have no effects on the current game 

hope some poor soul can fix that :D
