Riftborn - Hardship Ready (Colonize anywhere) law not working

Description

Instead of having three unique boosters you can use to help colonization of a planet, there are only 2.  Greener grass is listed twice.

Steps to Reproduce

1. Get environmentalist party
2. Enact Harship Ready
3. Cannot colonize system planets or new system planets without tech

I can confirm the Hardship Ready law doesn't work for the Lumeris, either.

I can confirm it works for horatio as well

I can also confirm that the law does not work for the riftborn.

Make sure you don't have the Republic as government, it might have something to do with that.
