Tutorial wont dismiss, cluttering up GUI

Tutorial Gremlin got stuck on the panel / Political 

Steps to Reproduce

1. Start Game
2. Enable Tutorial in Options
3. Click on a planet
4. Trigger the tutorial to try to tell you about the political screen.

    -=- NOTE: This screen no longer exists, so a section of the UI is highlighted that is no longer relevant.  Might be Related -=-

5. Wait for it to tell you about the Ground Combat screen
6.  The tutorial is now stuck.  You cant dismiss the window.  You also cant close the tutorial

7. Possibly related - Trying to load an old game hangs up the program
