Symptom

The approval penalty from denying truce never goes away. The other race was eliminated instead of truced out.

Reproduce

1) Be at war with another race for long enough to get truce requests

2) Deny them

3) Have someone else eliminate the race you are at war with

Notes

Also when looking at the replay - I played as the Vodyani, teal - by the way. The main questline never continued after killing the pirates. Please check into that as well.
