The Cultural Apogee Center adds +3 influence to Horatio resource yields, it can be built in every system and the effects apply to every Horatio in the galaxy. So if you build 10 of them then every Horatio in your empire is gaining +30 influence per turn. I assume the other two options, for food and production, also work the same. I'm guessing they are either supposed to be a once per empire building, or they are only supposed to apply to the Horatio pops on the planet that builds them. Needless to say it's rather broken currently.
