If a minor faction has only 1 population in a system then with the "selective migration option" you can remove that last population from the system.

You can see this best with the Deuyivans minor faction as they live on a gas planet that allows for only 1 population.

    Get a minor faction to like you and with the "selective migration" option clear their system from population.

Yes indeed, the intended behavior for Selective Migration is to be unavailable when the system only has 1 Population.
