The game degenerated into a bad state starting with the same old bug where we go into anarchy and dictatorship, change governments, and repeat over and over. It got into s state where even if you load the game fresh, clicking on buttons does nothing.

I don't know if you can reproduce this in new game starts yet. But you can every load of this play through.
