Negative Population Growth Increment Chance

Description

Despite positive Food production, populations on systems display a negative growth increment chance (see first five pictures). This is the case across systems in my game, although some of the newer systems display a "more normal" growth increment chance (see last two pictures). The end effect is that only one species per system ends up dominating that system. Unfortunately, since I only noticed it in the middle of the game, I'm not entirely sure what caused the problem. I'm only here to let the developers know that the problem exists.

Expected Behavior

Normal population growth (i.e., non-negative) given that Food production is adequate.
