Description

I can settle every planet type as Horatio except Gas at the start of the game. The higher tech ones take 50 turns to settle. No other race has this bug.

Steps to Reproduce

1. Start a new game on any system type

2. Settle anywhere

Need tech researched to settle most planets.

There's a different Active Law for Horatio in Update 3, Hardship Ready, which allows you to settle any planet except Gas, though you will have reduced FIDS on those you don't research.

As for the amount of turns that depends on how much Industry you are generating in the system, because you have just started a new game it can take a long time to settle some planets.
