Minor factions diplomatic relationship won't increase if a minor faction had been assimilated.

Description

Playing as Riftborn with Ghanast assimiliated, but now any actions that would increase the relationship with other minor factions will fail.

Steps to Reproduce

1. Load the provided save file, praise the minor faction on the map.

2. Go to next turn, and notice the relationship bar of the praised faction did not increase.
