Description:

In an attempt to get a clean save of the happiness penalty not going away from truce refusal before eliminating an empire, I found a different bug!  After taking the last planet of the UE, the end of the turn is stuck on Pending.  I exited and reloaded the game (which usually fixes this kind of bug) and tried accepting and refusing the peace offer.  No matter, if I took the last planet, the game would get stuck.  If I continued on without eliminating the UE, the end of the turn progressed normally.

Reproduction:

Refuse truce and destroy UE or accept truce, declare war, and destroy UE.  If you eliminate them, the Pending will come.

Expected Behavior:

The UE should accept their defeat and let the galaxy continue about it's business.

With a clean late game save, hopefully this can also be used to test why the happiness penalty from a truce refusal doesn't go away after an empire is eliminated.  If you can get past the turn pending anyway.
