Description

Horatio splice genes bonus vanished after manually move Horatio pop from a planet to another. Full replicable example below: 

Steps to Reproduce

1. Assume got a Z'vail pop from expedition.

2. Splice gene, sweet! (3+1)*2=8 science output

3. Move Horatio pop to Corana IV and move them back, poof, bonus gone. Although the racial effect still showing +1 science bonus, the actual bonus is not applied to planet output nor system output.

Notes

Not only Z'vail gene bonus will vanish but other species too.
