I can confirm the same bug. 

Description

Minor Race remains Allied to Vodyani Empire that has been eliminated. 

Also, every time I tried to Rase and spend influence points while they were alive it always come back to 0 at the end of every turn.

Steps to Reproduce

1. Encounter minor race
2. Eliminate Vodyani Empire
