When constructing ships (of the relevant size), components are supposed to be doubled.  This is the case for most of them, but there are a few exceptions.  I know speed is never doubled and I think the components that enhance the fleet are the same.  Weapons, defense, and components such as the dust on CP destroyed all work as expected.
