Description

The food is correctly converted to Industry when the population cap is reached.  However, if you then use an infinite Dust or Science conversion, that converted food remains industry, and does not convert to D or S. 

Steps to Reproduce

1. I've only gotten that far in one game, but it happens in every system I have checked with the Super Biofuel Factory in it.  Playing as Horatios.

2. Build the Factory, max pop, convert to dust or science, and still see industry
