Animated portraits fail to render anywhere

Description

Today I started new game after update 3 for the first time and I noticed a problem that didn't appear for me before. Portraits of races and heroes don't render on race selection window (new game window), popup windows, hero management windows, diplomatic interaction windows. 


There are 2 messages in all Diagnostics*.html files:

Default camera renders active portrait layer (index: 1). Renderer will disable this layer!!!

Default camera renders active portrait layer (index: 14). Renderer will disable this layer!!!


Although I started expiriencing this issue only now (first game after update 3) those messages appear also in diagnostic files of older games. I attached one diagnostic file from recent game and one from January when game run without this bug. 


I tried verifying files with steam there was one faulty file but after correcting it bug presisted.  

I also tried changing various graphic settings and deleting Registry.xml file but it didn't change anything.


I'm running the game on Windows 7 Ultimate 64-bit with 8GB of ram and AMD Radeon HD 6800 (I attached DxDiag.exe output file in "Attachments" section)


Steps to Reproduce

1. Go to new game

2. Go to race selection window

3. Start new game

4. Go to any window that has animated portraits

Expected behavior

I expect animated portraits to render properly.

In my case is even worse, I can't see any menu. I just see it for a few seconds and then dissapears. I tried to modify it so it uses less graphics but it doesn't work.
