The Main Menu spazzes out for me as well, though not nearly as severely as in your video. It's just a momentary shimmer effect.

I notice you use AMD cards, what is the driver version you use? For now 17.4 and above have issue with the current build.

Also included dxdiag result and output_log.txt for devs to looks into potential problems.

dxdiag can be run without the games running.
