Attacking Fleet With Hero

Description

If the player attacks an enemy AI fleet that has a hero attached to it, the fleet will be destroyed but the Hero remains. If the player then attacks the hero, the fleet gets locked in a battle that never completes, with a constant "enemy is choosing their strategy" message. The player can continue the game as normal and end turns but that fleet becomes locked permanently.

Steps to Reproduce

1. Locate enemy fleet with a hero attached to it.

2. Attack enemy fleet (assuming the player defeats the enemy fleet)
3. Notice the remaining Hero ship, attack Hero ship next turn.

Expected Behavior

Expect either the Hero to be eliminated when the fleet is defeated, or expect the Hero to be eliminated when attacking it again.
