Summary / Title

Putting Chain Gang Program into the build queue will always apply its food cost, no matter where its position


Description

If you put Chain Gang into the build queue at any other position that isn't the top and pass a turn, it will still take the Food from the system but it will not convert it into Manpower. 


Steps to Reproduce

1. Check the system Ursa's build queue (should read Gravitron -> Chain Gang)

2. Check the military tab and view current manpower (863)

3. Pass a turn

4. Note that Ursa has lost a unit of population (1 Sophon Pop)

5. Check military tab and view current manpower (should read 916 -- 300 manpower has not been generated)

Chain Gang Program should only take its Food cost when it is at the top of the build queue.

Notes

1. There's something weird going on with the manpower calculations. In this save, the military tab reports that I will gain a net increase of +195 manpower at end of turn. However, when I go to the next turn, I only get a +53 increase (916 from 863) when I was expecting it to be +195 (should be at 1058 from 863). On top of that, I'm also producing less manpower the next turn, though I think that is because I've lost a unit of population via the Chain Gang bug.

I find the same thing - it takes the food and the pop regardless of where it is in the queue. If brought to completion later it does seem to give the manpower, but that is an assumption as I'm going by the fact my pool is filling and I'm not fabricating more (playing as Riftborn, no natural growth).
