Truce refusal can end in permanent -20 Happiness when faction is destoryed


Description

Sometimes when you defeat a faction you end up with a permanent, irremovable happiness penalty.


Steps to Reproduce

Sadly I am not 100% sure if I can reproduce this, but it shouldn't bee too hard. 


Expected Behavior

The way I see it, there is no function that validates the approval rating decrease. From what I can tell, it has no time limit what so ever, and it's not 100% guaranteed to fall when an empire falls. Either there should be a test whenever a faction is destroyed to remove all negative effects, or have it on a time limit in the first place.


Version

I'm not 100%, but it seems to be in patch 0.3.7

Error happened today, I'm sure you can figure out the patch (most current as of May 17, 2017)

Yes! This is exactly what is happening in my game too! Except, the approval penalty is permanently -60, and it is crippling the game. I can't even colonize gas giants and Tier 4 planets like Toxic and Ash because doing this will just lead to constant revolt and FIDSI reduction.

Hmm, seems like it happened to you 3 times. It's strange how it works, because I killed 2 empires while truce was proposed, refused, but only one stuck.
