Playing as Sophons in a multiplayer game joined mid-way.

Trade Headquarter finished in system, but number of trade headquarters show 0/1, can't build subsidiaries.

Steps to Reproduce

1. join a multiplayer game.

2. Research trade routes.

3. Build trade HQ.

Reproducibility

2 out of the only 2 multiplayer games played.

Expected Behavior

After trade headquarter is constructed, number of trade headquarters should be incremented by 1,

and subsidiaries cap by 1 as well.
