If the Endless created the Cravers shouldn't their technology level be pretty high; at least their military technology? Or did they just have to reverse engineer what was left behind after the Endless died out.
Frankenstein's monster wasn't as brilliant as Doctor himself.
And Virtuals probably were smart to give them weaponry just advanced enough to be able to consume Concrete worlds, but not enough to get out of their control.
They are engineered to consume and destroy. I don't think they need the highest tech to do that job. Give them weapons of mass destruction, and they'd probably have gotten way out of hand.
