Vodiany are not animted, but if you look at Shophons, Lumeris, Cravers and few minors they have some animations. I expect they'll make it during EA. Anyway ES1 has no hero animations and never was a trouble for me.

Endless Space 1 was more than four years ago now. Amplitude Studios has higher standards, and our computers have higher capacities.
The competitors also have animated portraits more often (like in Stellaris).
So of course it wasn't a trouble, and it's still isn't, but the point is that it looks better.
